Itachi's susanoo is a dwarf. Madara would eat him for breakfast. "Bro Itachi would stall long enough to figure out a way to beat it".

Obito kind of cheated because he has hashirama's cells. If he did have it he probably didn't use it against sasuke cuz he didn't really wanna win and that was the only instance we'd really get to see it. Also a perfect susanoo probably takes up a bunch of chakra. Never needed to. In a sense Itachi's was perfect though.

Jan 21, 2022 · In the series, you could imagine that Itachi acquired the yata mirror and totsuka blade, which combined with the magatama beads (which he and Madara already can use with Susanoo), kinda make Itachi resemble the gods of Japan acquiring these holy trinity items to gift to the Emperor. So TLDR Itachi’s Susanoo powers are just a cultural reference.
